Probably it’s not as good as some premium themes but it does get a job done and is WooCommerce ready and mobile friendly. That’s something that not many themes can offer and especially free themes.

The best way to proceed with this is my using WordPress Multisite like described on official WordPress documentation. It will have a similar setup to one you can see on WordPress.com where users can get their blog awesome-blog-name.wordpress.com or other.
This is only the basic idea and it will require some job done from your part as well as there is no easy way to create exact WordPress.com close by jut enabling mutlisite. It is going to look and work similarly but will not look as professional.
