However, I have a question, is it possible to place the call to action button next to footer in every page?

If you want to display existing call to action button on all pages then you can do so by using the solution posted in the following reply.
To add secondary call to action button you can use the solution posted in the following reply.
You said “call to action button next to footer in every page” but what do you mean exactly by “next to footer”?

I already use the child theme, and I place the button on every page. But I want to change its location, if it would be not on the top of the page, but in its down part, just between text area and footer?

You can try achieving this by using the attached custom child theme of Sparkling theme that contains some custom code.
